Default Installed new intake, now having boost problems

Ok, so I got the intake installed fine but now i'm having trouble setting the boost. I have the line going from the hot piping to the boost controller then the boost controller to the wastegate actuator(like in picture in instructions). I can set it all the way open or closed and it just stays at stock boost. Just out of desperation I tried putting the boost controller on backwards and if I unscrew it all the way it stays at stock but if I tighten it all the way it will spike up high(it went to 12 and was still going but I let off) then one click lower it went to 11 like I wanted then fell back down to 8.5 in 3rd then in 4th went close to 12 then dropped down to around under 7.

I also installed it this way:



Installed as you see in the last pic I could hit whatever psi I want but it would drop back down to 9ish by redline just like before the intake.

For referrence stock boost is 8.5 and I was running 11 dropping to 8.5 with a cone filter. There are people holding 14psi on the same turbo and intake.

Hmm... well I took it apart and there is no spring or ball in it...? Does that make it a bleeder type? Anyway, I know that the small blue T in the 3rd picture can have a spring and ball in it, it doesn't right now. I'll try putting them in, does anyone know where I can get a small short spring and ball that will fit in it?
