cpe tow hook not going in?

I tried for probably an hour today to get the hook to go into where the tow hook goes. The tow hook thats comes with the car goes in fine but the cpe one won't go in. I really don't feel like taking the bumper off to just get the hook to go in. Any ideas?

Are the threads powdercoated?

If so, clean them up with a wire brush.

or if you have access to the correct die that would be the best for cleaning up the threads

No dies, threads aren't powdered coated. Some of the powder coat came off the shaft from hitting the area around the hole.
