My ecu limits the boost to ~11 lbs with a WGDC of ~30%. its apparent that the ECU limits the load based on the BARO reading. Seems pretty conservative. This is done to prevent overspeeding the turbo. You can adjust the baro load limits in the "Requested Load Limits Baro Specific" table. 5100' should be around 83 - 84 kPa. The stock table limits load quite a bit at that baro pressure, especially at the higher rpms. Don't forget to adjust the overboost protection table too so you don't get fuel cut.
